Additional Man Arrested On Meth Charges..
Following the below all night investigation detectives began receiving text messaging from several individuals requesting to purchase Methamphetamine from one of the below arrested individuals. Detectives began corresponding with the individuals and agreed to sell Meth to them at their request. One of the individuals was identified as being Dylan F. Winn of Grand Rivers. Winn requested to purchase a quantity of Meth from the individual stating " I got paid hook me up". Winn, obviously unaware of the below arrest and unaware he was corresponding with drug detectives agreed to meet at a business establishment in the Reidland area of McCracken County. On 06/05/09 Winn was informed that a cousin of the individual would be the one actually making the transaction with him. At 17:15 Winn arrived at the agreed meet location and produced $247.00 in return for over two grams of Methamphetamine. The alleged cousin was actually a McCracken County Sheriff Department Drug Detective. Immediately following the transaction other detectives moved in to effect the arrest. Winn was currently on Felony probation for possession of Methamphetamine at the time of his arrest. He was transported to the McCracken County Regional Jail without incident.

Joint Investigation Leads to Methamphetamine Trafficking Charges
Over the past several days detectives with the McCracken and Marshall Counties Sheriff's Departments conducted investigations into allegations of Methamphetamine trafficking by a Ledbetter man. Kelly L. Setters of Ledbetter was the target of the investigation following the complaints.
Part of the investigation consisted of taped phone calls and in person meetings with Setters while discussing drug transactions. The investigation progressed to a point where detectives were able to introduce an undercover agent in efforts to conduct a controlled Methamphetamine purchase.
On 06/04/09 at approximately 21:15 detectives with the Marshall and McCracken County Drug Division made contact with Setters via the undercover agent. Setters instructed the agent to meet on a parking lot of a business establishment in the Reidland area of Paducah McCracken County to exchange an alleged "8 ball" (approximately 3.5 grams) of Methamphetamine for $275.00. The agent did successfully purchase the Methamphetamine from Setters. Setters subsequently left the area and was followed by drug detectives in unmarked vehicles. A short time into the moving surveillance Setters was stopped on Kentucky Dam Road (US Highway 62) in the area of Reid Circle. A search of Setters person revealed the $275.00 of buy money that had been provided to the agent for the Methamphetamine purchase along with additional US Currency.
The investigation also revealed the vehicle Setters was driving, a 1998 GMC Tahoe, had been loaned out to other individuals to travel out of town and pickup quantities of Methamphetamine. The Meth is suspected to have been transported back to the Western Kentucky and distributed. Ironically this same vehicle belonged to another individual that McCracken County Drug Detectives arrested in October of 2008 on Methamphetamine Manufacturing charges. The tahoe was seized by detectives.
Setters was arrested and transported to the McCracken County Regional Jail without incident.
As part of an ongoing investigation detectives from McCracken County were accompanied by detectives from the Pennyrile Narcotics Task Force. A surveillance detail was conducted on Setters home in Ledbetter which led to detectives encountering two additional individuals arriving at the residence in a 2002 Chevy pickup. The individuals were identified as Jeffery W. Brugger and Samantha R. Elliott. Elliott was wanted on an outstanding Marshall County arrested warrant for Trafficking In Methamphetamine. As the investigation continued a search of Bruggers person ensued. The search revealed a quantity of Crystal Methamphetamine, Marijuana and a few thousand dollars in US Currency believed to be proceeds from drug sells. A search of the vehicle revealed multiple controlled substance pills that were not in proper containers. Both were arrested and transported to the McCracken County Regional Jail. Detectives seized the truck that was driven by the couple.

These cases have developed a wealth of information of additional traffickers in the Western Kentucky area. This information will be investigated and additional arrest are likely.
