At 04:08 hours McCracken County Sheriff's Deputies were on patrol in the area of New Hope Cumberland Presbyterian Church due to the recent rash of church burglaries. Deputies located a 14 year old female walking down New Hope Church Road while it was raining. While deputies were talking with the juvenile, a Blue 2008 Ford Focus drove off the lot of the church and was stopped by deputies. The driver of the vehicle was identified as 21 year old Jeffery Hines of Paducah. While speaking with Hines from the window, deputies could smell a strong odor of burnt marijuana coming from the vehicle. Hines and the juvenile both made statements that they were on the lot of the church smoking marijuana. When the juvenile was asked what she was doing out at 04:00 in the morning, she stated she had to sneak out of the house to see Hines.

Hines made statements that he knew of the juvenile's age and was still willing to be with her. Hines was warned by the parents in the past about seeing the 14 year old girl and was told he could no have any contact with her. (KRS 509.070 A person is guilty of Custodial Interference when, knowing that he has no legal right to do so, entices another person entrusted by authority of law to the custody of another person.) Hines was then arrested for the charge of Custodial Interference. Hines was also charged for Unlawful Transaction with a Minor for supplying the juvenile with a small quantity of marijuana that they had been smoking in the vehicle. There was a marijuana roach located in a cigarette pack that led to Hines being charged with Possession of Marijuana and Possession of Drug Paraphernalia. Hines was then transported to the McCracken County Regional Jail and booked on the listed charges.
